i just bought a 81 trans am with a 400 out of a 68 gto.  and while driving it i through a push rod through the block.  so i need to put a new block in. Should i buy a new motor or just a block?  but while the motor is torn apart i want to make it better and increase the horse power to at least 400 what do you think i should do? what cam shaft? heads? pistons? carb? it has a 650 carb and i think the heads are stock. and stock cam shaft.

With the small valve heads you will never see 400HP.
I would get different heads.
